Arc Flash & FR/AR Clothing Education

⚡ The Garment May Be Rated. That Does Not Mean the Worker Is Protected.

Arc flash hazards are complex. The clothing decisions should not be. FRAR Safety helps electrical workers, supervisors, safety professionals, and program leaders understand why arc-rated clothing is required, how clothing systems should be selected and worn, and where otherwise compliant programs commonly fail in the field.

The objective is not simply to teach workers what the rule says. It is to help them understand why the requirement exists, what can go wrong, and how their daily decisions affect protection.

Who needs this? Utilities, electrical contractors, industrial facilities, manufacturers, renewable-energy operations, and other organizations whose employees may be exposed to arc flash hazards. Programs can be tailored for lineworkers, electricians, electrical maintenance personnel, supervisors, safety professionals, trainers, procurement teams, and FR/AR program managers.
Arc Flash Hazard Awareness Workers learn how incident energy, arc-flash boundaries, equipment condition, task selection, and work practices affect arc-flash exposure and PPE decisions. The training focuses on helping employees understand equipment labels, employer hazard assessments, and the limitations of protective clothing. It does not replace an engineering incident-energy analysis or employer-specific qualified-person training.
Arc-Rated Clothing, PPE and Layering We explain arc ratings, arc-flash PPE categories, garment certification, layering, underlayers, outerwear, rainwear, high-visibility garments, head and face protection, and the interaction between the different components of the protective system. The focus is not simply on what appears on a label. It is on whether the complete system is appropriate for the hazard, the task, the environment, and the worker.
Proper Use, Care and Field Performance Protection depends on more than selecting a rated garment. Training addresses fit, coverage, garment closures, layering, contamination, inspection, laundering, repairs, replacement, service life, heat stress, and the field practices that can compromise an otherwise appropriate clothing system. Real incidents and field scenarios are used to show how predictable failures occur and how they can be prevented.
OSHA and NFPA 70E Application We translate the clothing- and PPE-related requirements of OSHA and NFPA 70E into practical expectations for workers, supervisors, trainers, and program managers. Topics may include arc-flash risk-assessment concepts, equipment labels, arc ratings, PPE categories, prohibited clothing materials, layering, garment care, and the employer's responsibility to establish and enforce an effective electrical-safety program. This education supports the employer's electrical-safety program. It does not independently qualify an employee to perform energized electrical work or replace required task-specific training.

FR/AR Technical Training

🛡️ Workers cannot follow a program they do not understand.

FR/AR training should explain more than what garment to wear. It should explain the hazard, how the clothing protects the wearer, what can compromise that protection, and why daily decisions matter.

FRAR Safety delivers practical, field-focused training on flame-resistant and arc-rated clothing. Programs are built around the hazards workers face, the garments they wear, and the decisions they make before, during, and after the work.

Training may address arc flash, flash fire, combustible dust, garment selection, layering, underlayers, fit, coverage, care, inspection, heat stress, high visibility, worker acceptance, and the predictable failures that weaken otherwise compliant programs.

Arc Flash and Flash Fire Fundamentals We explain how arc flash and flash fire exposures affect clothing and the wearer, why ordinary clothing can increase injury, and how properly selected FR/AR garments help reduce thermal injury. Topics may include incident energy, heat transfer, garment ignition, melting materials, breakopen, body-burn prediction, arc ratings, flash-fire certification, and the limitations of protective clothing.
Garment Systems, Layering and Field Use FR/AR protection is not determined by one garment or one label. Training addresses garment selection, layering, underlayers, outerwear, fit, coverage, closures, high-visibility requirements, rainwear, cold-weather systems, and the interaction between clothing and other required PPE. The focus is on how the complete clothing system performs during the work, not simply whether each individual item appears compliant.
Garment Care, Inspection and Replacement FR/AR garments must be properly worn, inspected, cleaned, repaired, and removed from service when their condition no longer meets program requirements. We address laundering, contamination, damage, repairs, alterations, shrinkage, inspection criteria, replacement decisions, employee responsibilities, and common myths about garment service life. The objective is to help organizations establish clear and defensible garment-care practices.
Heat Stress, Wearability and Worker Acceptance Protection that workers will not wear correctly is not an effective solution. Training examines how garment weight, layering, environmental conditions, workload, work-rest practices, hydration, acclimatization, and additional PPE affect heat burden and worker behavior. The goal is not to reduce required protection. It is to help organizations make better garment and program decisions while managing the added burden created by protective clothing.

OSHA Requirements and Program Alignment We review how your FR/AR program addresses applicable OSHA requirements, including 1910.132 and, for covered electric power generation, transmission, and distribution work, 1910.269. The review may include hazard-assessment documentation, garment selection, employee training, proper use, care, maintenance, damaged garments, written requirements, and field implementation. OSHA places responsibility on the employer to assess hazards, select appropriate PPE, communicate the selection, provide training, and maintain PPE in a reliable condition.
NFPA Standards and Field Application We explain how the applicable NFPA standards affect your garment program and field practices. NFPA 70E addresses electrical safety in the workplace, including arc-flash risk and arc-rated clothing. NFPA 2112 establishes performance requirements for clothing intended for short-duration thermal exposures from fire. NFPA 2113 addresses the selection, care, use, and maintenance of those garments. The focus is on applying the right standard to the right decision rather than simply listing standards in a written policy.
ASTM Performance Specifications and Test Methods We help organizations understand what applicable ASTM standards evaluate, what the test results mean, and what they do not prove. This may include ASTM F1506 for flame-resistant and electric-arc-rated protective clothing, ASTM F1891 for arc- and flame-resistant rainwear, ASTM F2733 for rainwear used against industrial hydrocarbon fire hazards, and other relevant garment, laundering, care, and test standards. Expert Witness, Incident Review, Analysis & Support

🔎 An injury does not automatically prove the garment failed. A label does not automatically prove that it performed properly.

The evidence must be evaluated in the context of the exposure, the complete clothing system, the garment's condition, how it was worn, and the program responsible for selecting and managing it.

When an arc flash, flash fire, or other thermal incident occurs, the condition and performance of the clothing system can become a critical part of understanding the outcome. FRAR Safety provides independent technical review of incidents involving flame-resistant and arc-rated garments. The work focuses on the clothing system, applicable standards, garment selection, layering, condition, care, use, training, and program factors that may have affected performance or injury severity.

The objective is not to reach a predetermined conclusion. It is to evaluate the available evidence, explain what it supports, identify what remains unknown, and provide clear, technically grounded opinions within the limits of that evidence.

Who needs this? Employers, safety professionals, legal counsel, insurance professionals, garment manufacturers, distributors, testing organizations, and other parties involved in an incident, claim, dispute, internal review, or litigation concerning FR/AR clothing. FRAR Safety may work independently within its defined area of expertise or as part of a multidisciplinary investigation involving electrical engineers, fire investigators, industrial hygienists, medical professionals, laboratories, and other qualified specialists.
Incident and Program Review We review the circumstances surrounding an arc flash, flash fire, near miss, burn injury, or reported clothing-performance issue. The review may include incident reports, photographs, witness testimony, hazard assessments, incident-energy information, clothing policies, training records, garment specifications, care procedures, procurement records, and the condition of the garments involved. The focus is on identifying FR/AR garment, clothing-system, worker-use, and program factors that may have influenced the outcome.
Garment and Clothing-System Performance A garment should not be evaluated in isolation. We examine the complete clothing system, including outer garments, base layers, underlayers, outerwear, closures, fit, coverage, damage, contamination, repairs, laundering history, labeling, certification, and interaction with other required PPE. Where appropriate, the review may also consider burn patterns, damaged areas, seam performance, shrinkage, breakopen, char, garment construction, and the relationship between the documented exposure and expected garment performance. Physical testing or laboratory analysis may be recommended when the available evidence cannot support a reliable conclusion without it.
Selection, Care and Program Factors An injury does not automatically establish that a garment was defective or failed to perform. The outcome may involve multiple factors, including the severity and duration of the exposure, garment selection, inadequate coverage, improper layering, meltable or ignitable underlayers, contamination, damage, repairs, care practices, incorrect use, incomplete training, or gaps between written policy and field practice. FRAR Safety evaluates these factors against the available evidence and the requirements or guidance applicable at the time of the incident.
Technical Opinions and Expert Witness Support Derek Sang provides technical consulting and expert witness support involving FR/AR garments, protective-clothing systems, applicable standards, product performance, warnings and instructions, program development, training, care, maintenance, and field use. Services may include preliminary case assessment, document and evidence review, technical reports and declarations, deposition and trial testimony, and review of opposing expert opinions. All opinions are limited to the available evidence, the defined scope of the engagement, and Derek's demonstrated areas of education, training, knowledge, skill, and experience.
